That is not correct the factory manual is correct for the factory HD filter housing. The following information is based on the bikes I have owned (1976,1982,1985). I can re-route the capped off fitting but i'm not sure where. I joined the forum today because there is some incorrect information on here in several threads and diagrams stating that the factory manual for the oil line routing for the factory oil filter bracket is wrong. Only thing I can think of is that my fitting above the crank case vent isn't plumbed right (when I un-cap it, it stopped shooting my oil tank plug but then the line spews oil) or that my oil tank isn't venting properly. I've included pics of the holes filled with screws and RTV and a drawing of how my lines are plumbed. Skip to today, the oil pump is on, everything is plumbed properly (i think) and now when i start the bike, my oil tank gauge shoots out (rather far actually). At any rate, the oil pump was sumping and was original to the motor (74 FLH) So I decided up put on a new oil pump. Thats when i had this increase of pressure in my oil system. As long as the tank tubing you connect to does not go down in the oil, it doesn't make a difference which tube you use for a vent. It has more connections and the primary case vents to the tank.
